To get back on track, Bismarck may not have been justified. His actions disrupted the BOP of Europe that would directly cause WWI. Even though his alliances were set up to isolate France, the emergence of an overbearing Germany would ultimately tip the BOP and force the British to act.
The failure of the British to act in the 1860's illustrated a poor foreign policy. They chose isolation over ending war.
Marius, to look at what our government is doing right now is not the question of justified or not. The question of the beginning of the war will weigh heavily on George W's back, but now the question is how can we stabilize it now.
