Interwar Years

Which state do you think was the most incapable during the 1920's? Why?

you guys cannot be to critical on the Soviet Union....Remember, it was an unrecognized state that would not be invited to the League of Nations until the latter 1920's. Then, with little outside support, Stalin led a massive industrial program that would lead to an eventual victory in WWII.

With that said, what if Stalin was not such as paranoid leader...without the Great Purge..what would have happened?
